WE ARE HERE TO HELP: Local Law 152 Corrective Items

Now that the deadline for Local Law 152 (LL152) has passed for Community Districts 1, 3 and 10, you may be looking at your list of items from your inspection that require updating and be thinking “Now what??”. That is where HLZAE comes in.

Items on your LL152 report may require a licensed engineer to file plans with the NYC DOB prior to performing the corrective work. With our in-house team of engineers, HLZAE is here to help you investigate, strategize and/or prepare the necessary DOB plans for permitting prior to implementing the corrective action items. A few corrective items that likely will require an engineers involvement include put are not limited to:

  • Laundry Room Legalization (Certificate of Occupancy change)
  • Laundry Room corrective work (i.e., rated wall construction, mechanical ventilation issues and another other plumbing / drain reconfiguration)
  • Gas metering reconfiguration; addition of a new gas meter
  • Gas piping corrective work beyond the limits of licensed master plumber filed LAA

It is important to act quickly as the DOB has allotted buildings in the first window 120 day or 180 day correction period. If the necessary updates have not been completed within that window, it will be considered as a failure to certify the gas piping system, which is a penalty of $10,000. Failure to certify will be considered as a Major Violation under the code.

As a reminder, LL152 requires periodic inspections of all exposed gas piping from point of entry into the building (excluding R-3 homes). The law does not apply to gas piping within apartments, but is applicable in public areas, hallways, corridors and mechanical and boiler rooms.

To identify which Community District your building is in, use the following:

Gas Inspection Deadlines for Community Districts: 

  • January 1, 2020 – June 30, 2021: 1, 3 and 10 in all boroughs
  • January 1, 2021 – December 31, 2021: 2, 5, 7, 13, and 18 in all boroughs
  • January 1, 2022 – December 31, 2022: 4, 6, 8, 9, and 16 in all boroughs
  • January 1, 2023 – December 31, 2023: 11, 12, 14, 15, and 17 in all boroughs

Failure to file a Gas Piping System Periodic Inspection Certification by the applicable due date may result in a civil penalty of $10,000. Get more information about your NYC Community District.
