Façade: Failure to Correct SWARMP Civil Penalty

Effective February 21, 2020, an owner who fails to correct a SWARMP condition reported that was classified UNSAFE in the previous FISP report filing cycle will be issued a violation and are liable for a one-time civil penalty of $2,000.

If an owner receives a violation and a proof is provided, it may be challenged. See 1 RCNY §103-04 for details about required proof. To submit a challenge, complete a Facades Waiver of Civil Penalties Form and email it to facades@buildings.nyc.gov.

If you receive a penalties, it can be paid to the Central Cashier located at 280 Broadway, 1st Floor in Manhattan using one of the following options:

  • Certified Check
  • Bank or Cashier’s Check
  • U.S. Postal Money Order
  • Credit Card

Credit card charges carry a 2% convenience fee, which is assessed on the total amount due. The convenience fee is non-refundable and is required by the third-party provider.
