Façade Amnesty Program Extended

As of September 24th, the Department of Buildings (DOB) has made the decision to extend the current amnesty period for Façade Inspection and Safety Program (FISP) to October 31, 2020.

Please note: The amnesty program is only open to non-compliant Cycle 8 owners and will not be extended further.

The amnesty period allows owners who failed to file (No Report Filed – NRF) a FISP Report during Cycle 8 to administratively close Cycle 8 with the Cycle 9 report. For the full program details and requirements, please see the March 2020 DOB Service Notice.

Important things to Know :

  • The Amnesty Program is only available for
    owners who failed to file their Cycle 8 Report.
  • These owners will be allowed to file within
    the Cycle 9 reporting period regardless of their assigned filing window.
  • The standard filing fee of $425 is required
    for the submission of the Cycle 9 Façade Report. NOTE There is no filing fee
    required for the administrative closure of Cycle 8.
  • The Amnesty Program is a safety initiative and
    may not be offered in future cycles

Filing a FISP report during the amnesty period (NRF in a previous cycle) requires full payment of FISP civil penalties owed to the DOB.

The Facades Unit at the DOB needs to provide verification of the exact amount owed and can be contacted at facades@buildings.nyc.gov. Penalty sheets created by the Facades Unit must be taken for payment to the Cashier located in Manhattan at 280 Broadway, 1st Floor from 8:30 a.m. to 2:00 p.m. Please note that the civil penalty amounts shown in DOB NOW Safety may NOT be correct for the amount owed due to amnesty rules. As a reminder, all FISP buildings need to post their Exterior Conditions Certificate in the lobby or vestibule to indicate the most recent status of the building’s exterior walls and appurtenances.
